Tuolumne Wild and Scenic River Final Comprehensive Management Plan and EIS


The Tuolumne Wild and Scenic River Final Comprehensive Management Plan/EIS brings forth science, stewardship, and public input to create a vision for protecting the Tuolumne River for 20 or more years. The plan describes and analyzes four action alternatives and a no action alternative to achieve the goals of the plan. The preferred alternative would retain the traditional Tuolumne experience and reduce the impacts of development through river-related ecological restoration. Visitor opportunities would improve with a new visitor contact station and picnic area and a rehabilitated campground. Existing facilities for overnight use would remain. A comprehensive restoration program will improve the ecological health and beauty of Tuolumne Meadows.

The park received 1,280 public comments after release of the draft EIS in January 2013. Key issues raised focused on the Glen Aulin High Sierra Camp, stock use, whitewater boating, transportation, the mountaineering school, and wastewater treatment. Revisions to the preferred alternative (Alternative 4) include:

• The capacity of the Glen Aulin High Sierra Camp would be determined by limitations on water, wastewater, and the number of associated stock trips, with no more than 28 beds permitted
• Limited boating would be allowed through the Grand Canyon of the Tuolumne
• The park will seek to remove development from within 100 feet of the river to enhance the health of riparian vegetation; this includes 21 campsites in Tuolumne Meadows Campground and Tuolumne Meadows Lodge dining hall
• The mountaineering school function would be retained at the Tuolumne Meadows Lodge

A minimum 30-day no action period will begin on March 13, after which the NPS will prepare a record of decision (ROD) documenting the final decision and rationale; this will be announced in local and regional press and on the project website.
