NOA Proposed Memorial to Victims of the Ukrainian Famine-Genocide 1932-1933 EA


The National Park Service (NPS), on behalf of the Government of Ukraine and in cooperation with the National Capital Planning Commission (NCPC), announces the availability of the Environmental Assessment (EA) for the proposed Memorial to Victims of the Ukrainian Famine-Genocide 1932-1933 (the Memorial) for public review and comment. The Government of Ukraine was authorized on October 13, 2006 to establish a memorial on Federal land in the District of Columbia by Public Law 109-340. The purpose of the Memorial is to honor the victims of the Ukrainian famine-genocide of 1932-1933 and to inform the public of the use of food as a method of coercion. The site was approved by NCPC in 2008 and is located on Federal Reservation 78. It is bound by Massachusetts Avenue N.W., North Capitol and F Streets, N.W., and a commercial building.

The EA address the project background, defines the purpose and need for the proposal, identifies alternatives and assesses the potential impacts of the proposal. Concurrently, the NPS, the Government of Ukraine, and NCPC have consulted with the District of Columbia State Historic Preservation Officer in order to determine the project's potential effect on historic resources, consistent with Section 106 of the National Historic Preservation Act.

This EA was prepared in accordance with National Environmental Policy Act of 1969, as amended (NEPA), its implementing regulations by the Council on Environmental Quality (40 CFR 1500-1508), and NPS Director's Order 12 and Handbook, Conservation Planning, Environmental Impact Analysis, and Decision-making (NPS 2001). Compliance with Section 106 of the National Historic Preservation Act of 1966 is occurring in parallel with the NEPA process.
