Holodomor Memorial to Victims of the Ukrainian Famine-Genocide of 1932-1933

The NPS and the Government of Ukraine propose to establish a memorial to the victims of the Ukrainian famine-genocide that took place between 1932 and 1933. The Ukrainian government is authorized to establish a memorial on federal land in the District of Columbia. The purpose of the proposed memorial is to honor the victims of the manmade famine that occurred in Ukraine between 1932 and 1933 and to inform and educate the public about those events because the manmade famine is largely unknown in the United States. The site of the proposed memorial was approved by the NPS, the National Capital Planning Commission (NCPC), and the Commission of Fine Arts in 2008, and is bound by Massachusetts Avenue NW and F and North Capitol Streets NW.

In accordance with the NEPA, the NPS and the Ukrainian government are preparing an EA to identify alternatives and assess the potential impacts of the proposal. Concurrently, the agencies will conduct consultation under Section 106 of the National Historic Preservation Act of 1966 (NHPA).

The public is invited to comment on the proposed Memorial to Victims of the Ukrainian Famine-Genocide of 1932-1933, and to identify potential issues or concerns for consideration in the EA. As part of this effort, a public scoping meeting will be held by the NPS and the Ukrainian government on December 7, 2011, between 3:00 p.m. and 5:00 p.m. in Room A-10 of the Martin Luther King, Jr. Memorial Library located at 901 G Street NW in Washington, DC. During an open house, the project team will be available to discuss alternatives and site characteristics.
