Damage Assessment and Restoration Plan/Environmental Assessment Howard/White Unit #1 Oil Spill


This document serves multiple purposes as follow:

1. An assessment of injury to natural resources on portions of Clear and Whites Creek within the Obed Wild and Scenic River caused by the July 19, 2002 oil spill and subsequent fire at the Howard/White Unit #1 oil well on Highpoint Road in Morgan County, Tennessee.
2. An assessment of loss of visitor use resulting from the oil spill and fire.
3. A quantification and scaling of the natural resource injury and lost visitor use, as determined by items 1 and 2 above, that enables the public to recoup damages through primary and compensatory restoration.
4. A description of restoration options for stream services, forest services, and visitor use.
5. An environmental assessment of the preferred alternatives.
