Finding of No Significant Impact Belly River Utility Improvements


The purpose of this project is to address the inefficient, inadequate, and unsafe utility systems at the Belly River Ranger Station Historic District. The proposed action would upgrade the water, wastewater, and propane systems in the district. Proposed changes are intended to protect resources and improve conditions for employees using the site during administrative duties. The objectives are to replace failing water and sewage systems, reduce on-going maintenance and operation costs, and prevent pollution caused by the sewage system.

The proposal does not constitute an action that normally requires preparation of an environmental impact statement (EIS). The proposal will not have a significant effect on the human environment. There are no unmitigated adverse impacts on public health, public safety, threatened or endangered species. No highly uncertain or controversial impacts, unique or unknown risks, cumulative effects, or elements of precedence were identified. Section 106 consultation in accordance with the National Historic Preservation Act has been completed. Section 7 of the Endangered Species Act has been completed. Implementation of the action will not violate any federal, state, or local environmental protection laws. Based on the foregoing, it has been determined that an EIS is not required for this project and thus will not be prepared.
