Kingman Lake Restoration Project FONSI
The National Park Service (NPS) prepared an environmental assessment (EA) consistent with the National Environmental Policy Act (NEPA) (42 U.S.C. 4321 et seq.), the Department of the Interior (DOI) NEPA regulations (43 CFR 46), and the 2026 DOI Handbook of NEPA Implementing Procedures (516 DM 1 Handbook). This Finding of No Significant Impact (FONSI) documents the NPS's determination that the Kingman Lake Restoration Project (the project) in Washington, D.C. (the selected action) will not result in significant environmental impacts.
The project area is located in the Anacostia River in northeast and southeast Washington, D.C. The United States owns the bed of the Anacostia River, which includes Kingman Lake. Persons undertaking activities that may have an impact on the proprietary interests of the United States in the riverbed must have a permit from the NPS (NPS 1976). The District owns and the DOEE manages the portion of Kingman Island located south of Benning Road, as well as Heritage Island, which is within Kingman Lake. National Capital Parks -East, on behalf of the NPS, administers the Langston Golf Course, which is on the western shore of Kingman Lake and the northern portion of Kingman Island.
