Grand Teton National Park Public-Private Housing Initiative Civic Engagement Summary Report

The National Park Service (NPS) and the Grand Teton National Park Foundation (GTNPF) are exploring options for additional housing for Grand Teton National Park (GTNP, the park) staff. The housing is needed because current park-provided housing stock is insufficient to meet current and future employee housing needs, and prices in the area are cost-prohibitive for park employees. The park has historically strived to provide affordable housing in order to recruit and retain quality staff.

The park, with support from GTNPF, is considering constructing additional housing for park employees within the Town of Kelly, a small, unincorporated community north of Jackson, Wyoming, and within the eastern boundary of GTNP. These housing concepts were presented to the public in both small meetings and an open house. The park and GTNPF solicited feedback from the public on the Public-Private Housing Initiative. The civic engagement period began on March 13, 2026, and ended on March 30, 2026. A public open house was held on March 16, 2026.

This Civic Engagement Comment Summary Report provides a consolidation of the feedback provided during this public comment period. A total of 204 correspondences were received. This report broadly categorizes those comments into 20 categories or resource areas and 38 concern statements to reflect the issues and concerns of the public. They will be used to inform the development of planning alternatives for the Public-Private Housing Initiative in GTNP.
