2026 Proposed Compendium Update


The compendium is the summary of park-specific rules implemented under the discretionary authority of the Park Superintendent. It is updated annually and is a written compilation addressing designations, closures, permit requirements, and other restrictions and/or specifications. The Compendium, as part of the park-related regulations, helps provide for the use, enjoyment, and protection of National Park Service units. After review and consideration of the need for annual updates, the following change is proposed:

4.30(i)(1) Designated roads, parking areas, and trails open to electric bicycles, or specific classes of electric bicycles

Current language:

All park roads, parking areas and the following trails, located outside of designated wilderness and outside of the Kennecott Mines National Historic Landmark, are open to the use of electric bicycles.

Proposed New Language:

All NPS managed roads, parking areas, and the trails listed below are open to the use of electric bicycles.

• Nugget Creek Trail

Within the Kennecott Mines National Historic Landmark (NHL), electric bicycles are authorized within the NHL on NPS managed lands from where the NHL Boundary crosses the Kennecott Subdivision Road in the south to the shuttle bus turnaround (adjacent to the Kennecott Visitor Center) in the north. Electric bicycle use beyond the shuttle bus turnaround on NPS managed lands is not authorized.

Electric bicycle use is not authorized in designated wilderness areas.

Why Change is Warranted:

The updated language provides for limited electric bicycle use within the Kennecott NHL. This change allows an additional non-automobile mode of travel for visitors, employees, and residents traveling between McCarthy and Kennecott. This revision supports reasonable access along an existing road corridor without expanding electric bicycle use into sensitive or resource-intensive areas and is consistent with management in other parts of the park.
