Draft Floodplain Statement of Findings for Proposed Elevated Camping Platforms
Executive Order (EO) 11988, Floodplain Management, requires the National Park Service (NPS) and other federal agencies to evaluate the potential impacts of actions proposed within floodplains. This draft Floodplain Statement of Findings (FSOF) describes the proposed development of new elevated camping platforms in estuarine and marine areas within the Flamingo, Florida Bay, and Gulf Coast Districts of Everglades National Park. The proposed action is intended to enhance wilderness recreational opportunities, address uneven distribution of wilderness campsites, and respond to changing visitor use patterns.
This draft FSOF provides:
• Detailed justification for selecting a proposed action that would affect the Federal Flood Risk Management Standard (FFRMS) floodplain;
• Comprehensive description of the flood hazards and risks associated with implementation of the proposed action; and
• A thorough description of the mitigation measures identified to avoid, minimize, or mitigate adverse floodplain impacts associated with the proposed action.
A final signed FSOF is anticipated in late summer 2026.
