Floodplains Statement of Findings for Rehabilitation of South Kelbaker and Kelso-Cima Roads


The NPS has determined that the proposed action for the rehabilitation of South Kelbaker and Kelso-Cima Roads would not have significant adverse impacts on floodplains and their associated values and functions. Therefore, this project is consistent with NPS Director's Order #77-2 and E.O. 11988.

The NPS has determined that there are no practicable, non-floodplain locations for the proposed action because of the location of the existing road infrastructure. Risks to natural and beneficial floodplain values would be minimal because the permanent net loss of floodplains would be negligeable. After the road construction and improvement of the low water crossings are completed, the impacted areas would be restored to natural conditions, and existing floodplain conditions are likely to improve. Additionally, the proposed action would reduce potential hazards to human health and safety, reduce potential erosion and infrastructure degradation from flooding events, and promote water resource and wildlife connectivity.

Public comments on this document were received until May 8, 2025, and were considered prior to issuing the decision document. A response to comments is also included in the Finding of No Significant Impact (FONSI).
