Old Highway 41 Widening and Improvements Environmental Assessment


Cobb County, the Georgia Department of Transportation (DOT), and the Federal Highway Administration (FHWA) have prepared this Environmental Assessment (EA) to compare the design alternatives to the no build condition of the proposed widening and realignment of Old 41 Highway and construction of roundabout intersections at Stilesboro Road and Kennesaw Avenue. The FHWA is the lead federal agency for the proposed project. In compliance with the National Environmental Policy Act (NEPA), Cobb County and Georgia DOT have prepared the EA to analyze the need and purpose, alternatives considered, environmental conditions and impacts under the Preferred and No Build Alternatives, as well as to document agency and stakeholder coordination.

The purpose of the proposed project is to reduce traffic congestion, reduce the frequency and severity of crashes, improve traffic and pedestrian safety at intersections, and reducing the queuing of traffic along Old 41 Highway for approximately 0.71 mile in the area between Stilesboro Road and Kennesaw Avenue within the boundaries of the Kennesaw Mountain National Battlefield Park (KEMO), a unit of the National Park Service (NPS).

Given that the entirety of the proposed project is located within the boundaries of KEMO, the NPS has jurisdiction by law and was requested and accepted to serve as a cooperating agency on this project. The NPS would use this EA as their NEPA documentation and issue their own decision document, which is required for the decision to issue Special Use Permits for construction and temporary use of NPS land and a Highway Easement Deed (HED) for the transfer of NPS land for transportation use.

Additionally, the EA includes an appendix for the rationale to allow bicycle use along new and existing trails within the project area within an NPS unit (Appendix A: Compliance with 36 CFR 4.30 - the National Park Service Bicycle Rule).
