Draft Environmental Assessment for LVRAS Project - Southern California Edison - Construction Special-use Permit


Southern California Edison (SCE) has applied for a construction special-use permit (SUP) from Mojave National Preserve (MOJA) for work to install new Optical Ground Wire (OPGW), All-Dielectric, Self-Supporting Substation in California.
(ADSS) and Optical Fiber Non-Conducting (OFNR) fiber optic cable between [SCE's] Eldorado Substation in Nevada and Gale. The OPGW portion of this path will be installed on approximately 84 miles of existing 500kv transmission line structures between Nipton Road in Clark County, Nevada and Interstate 40 near Ludlow, CA. About 53 miles of OPGW passes through MOJA all of which are within an existing Right of Way (ROW). As part of the project, SCE also plans to perform routine maintenance on its access roads. The roads and work on them are covered under the ROW agreement.

The majority of the work on these transmission towers will be accomplished via helicopter with ground support as needed for some components of the project and when helicopters are unable to fly due to weather conditions. The project will require commercial vehicle use on the roads within MOJA.

According to SCE's SUP application, the project will involve: ~100 participants, ~10 cars, ~23 vans or light trucks, ~15 utility vans or utility trucks, ~34 buses or oversized vehicles, ~2 helicopters, ~2 helicopter support trucks, and ~2 cranes.

The work associated with the SUP would take place on and under the northern 500kV transmission line owned by SCE. The line in MOJA extends from ~35.465666, -115.213334 to ~35.034528, -115.984575.

The hoped-for start-date is in late January/early February and is expected to continue until at least December 2025.

The preserve is serving as a cooperating agency for all aspects of compliance on this project; the Bureau of Land Management (BLM) is the lead agency. The public is invited to comment on the project ad all related documents including a draft Environmental Assessment via the BLM's ePlanning website. The link is provided below.
