Fort Monroe NM - Area 4 Summary of Potential Visitor Uses Rapid Assessment, July 2022


The presidential proclamation establishing Fort Monroe National Monument looked forward to interpretation and recreational uses throughout the National Monument, including the northernmost part of North Beach known as 'Area 4' which is currently under the control of the US Army ("the Army").

The National Park Service (NPS) is considering accepting a transfer of ownership of this area from the Army and opening it to public access and recreation. This area is currently closed to the public as the Army completes risk assessments and remediation. Before a transfer can occur, environmental remediation and cleanup are required.

As a stakeholder in the remediation process, the NPS is providing the Army with potential future uses of Area 4 should this land transfer to the NPS and open to the public for access and recreation. In late 2021 and early 2022, the National Park Service conducted a rapid assessment of potential visitor uses to inform discussions with the Army regarding necessary levels of cleanup before transferring ownership and opening Area 4 for public use. This document summarizes the rapid visitor use assessment process and its findings, including public engagement in March 2022.
