Executed Programmatic Agreement


PURPOSE
This executed parkwide programmatic agreement (YOSE PA) specifies Yosemite's consultation requirements and procedures with the California State Historic Preservation Office (SHPO), the Advisory Council for Historic Preservation (ACHP), Yosemite's traditionally associated American Indian tribes and groups, the public, and other interested parties. This PA provides an efficient process for cultural resource review and consultation for compliance with Section 106 for routine NPS park projects operations.

AUTHORITY
The YOSE PA is consistent with Stipulation II.F of the 2008 NPS Servicewide PA which encourages development of consultation protocols, memoranda of agreement, and programmatic agreements negotiated between Superintendents and organizations or governments independent of or supplemental to the NPS Nationwide PA. Yosemite will follow the terms of the YOSE PA independent of the NPS Nationwide PA.

CONSULTATION
The YOSE PA was developed through consultation and collaboration with representatives from signatory and concurring parties over nearly six years through regular consultation meetings and thorough review of draft documents. Concurring parties will be offered the opportunity to sign the document and updated signature pages will be uploaded as they are received.

PUBLIC COMMENT
The park accepted public comments on the draft YOSE PA between March 10 and April 3, 2020. No comments were received.
