The rehabilitation of building 22 is being funded and completed by the New Jersey Marine Sciences Consortium (NJMSC) through a matching grant from the New Jersey Historic Trust (NJHT). Applicants for NJHT grants undergo an extensive review process that includes review by the New Jersey State Historic Preservation Office. Eligibility for NJHT capital preservation grants is contingent upon the project meeting, among other requirements, the Secretary of the Interior's Standards for Rehabilitation. As such NJHT grant projects typically result in a "No Adverse Effect" under Section 106 of the National Historic Preservation Act.

In keeping with § 800.2(5)(d)(2) the NPS intends to provide the public with information about the NJMSC project, its effect on historic properties, and to seek public comment and input.
