Description: This document examines four possible development and management strategies, called “alternatives,” and the impacts of implementing these alternatives on the national monument. These alternatives address NPS planning requirements and respond to issues identified over the past three years. One of these alternatives, Alternatives C, constitutes the Preferred Alternative by the NPS.

Alternative A: No Action.

Alternative B: Emphasis on outreach, off-site education, resource protection, and minimal new development.

Alternative C: (Preferred Alternative) Emphasis on on-site education and interpretation, and cultural resource protection through rehabilitation, restoration, and reconstruction.

Alternative D: Emphasis on on-site education and interpretation through new facilities.
