Scoping Newsletter for Sir Francis Drake Boulevard Improvements EA/IS

The newsletter available below provides general information on the proposed improvements to Sir Francis Drake Boulevard and the current public scoping process to solicit input from the public on the Environmental Assessment/Initial Study (EA/IS) to be prepared to assessment environmental effects of the road improvements. The project lead is the Federal Highways Administration (FHWA) in cooperation with Marin County and the National Park Service (NPS). A combined EA/IS is required to comply with both federal National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) requirements.

Public scoping is the first step to involve the public in the NEPA process. Scoping includes holding meetings and providing opportunities for the public to comment so that their concerns are identified early and the analysis is focused on important issues. The NPS encourages comments on the draft purpose, need, and objectives and requests that the public identify topics and concerns that should be addressed in the Environmental Assessment (EA). Commenters are also encouraged to bring forward new information that the NPS may not be aware of that would be of use in preparing the EA.
